Rule 1 Trampoline

1.1 Tramp- Trampoline Handball League must fulfill the dimensions and guidelines established by the League and these rules have to be played on a bouncing surface known as the "Tramp." Other than those specified in these rules, no tramp markings are permitted unless the League has granted its express written approval. On-Tramp logos are not prohibited to cover any official tramp markings that are necessary for the game's proper conduct.

1.2 Dimensions- The tramp's official dimensions are 11 to 15 feet in length and 11 to 15 feet wide.

1.3 - A wall is known as the "netting" that wraps the tramp and must stand no lower than 69 inches (5' 9) and no higher than 75 inches (6' 2) above the level of the playing area. The boards must be 12 feet in height, above the tramp in perfect circumstances (12ft). Any changes from the mentioned measurements must receive official approval from the League. The net must be made so that the side facing the tramp is smooth and clear of any obstacles or other anything that could harm the players.

1.4 On Tramp Markings- 1.4.1 A "GOAL CREASE" area one to two inches (1") large will be designated in front of each goal by a silver line one to two inches (1") wide. 1.4.2 Another line, one to two inches (2'') in width and blue, drawn completely across the playing surface in the center of the tramp, known as the “CENTER LINE.”   1.4.3 The final line, one to two inches wide and blue, is drawn only three feet long across the tramp halfway from the goal and the Center Line on each side, and is known as the "Penalty Line." 

1.5 Division of Tramp Surface- The section nearest to the defended goal is known as the "ATTACKING ZONE" and the location where the goal is placed is referred to as the "DEFENDING ZONE" of the team defending that goal.

1.6 Goal Crease / Referee Crease  The goal crease must be painted with a one-two-inch line that spreads one foot, one inch (1'1ft) in length, and three inches (3") outside of each goal post. These lines must be aligned with the goal line at all times. Blue paint must be applied from the goal line within the goal crease. 1.6.1 A blue semicircle with a radius of four feet and a width of one to two inches (2") must be chalked on the tramp on the surface directly in front of the Opening and across. This area will be known as the "REFEREE'S Spot."

1.7 Ball Going Out Of Play- When the ball goes out of play of a player it could be a penalty but if the ball goes under the netting or finds a way to get out of the playing area it will be a face-off





Rule 2 Goal Post And Nets

2.1 Goal Posts- The goal posts shall be of approved design and material (soft foam for player safety), extending vertically 11-15 feet (12') above the surface of the tramp and set six feet (6') apart measured from the inside of the posts. A crossbar of tape as the goalposts shall extend from the top of one post to the top of the other. The goalposts and crossbar shall be painted any dark color and all other exterior surfaces shall be painted white.

2.2 Nets- There shall be attached to each goal a net of approved design made of any dark color soft net. The size of the mesh shall be 1-half inch (½'') (inside measurement) from each knot to each diagonal knot when fully stretched. 

Rule 3 Signal And Timing Devices

3 Signal Devices- Each Trampoline must be provided with a suitable sound device that will sound automatically after each game. Each arena must have a scoreboard that can go above 0 and end at 99.

Rule 4 Team

4.1 Eligible Players- A team shall be composed of at least 1 player who shall be under contract to the Club they represent. At the beginning of each game, the Manager or Coach of each team shall list the players who shall be eligible to play in the game. One non-uniformed player shall be permitted to play. He must be indicated on the Roster Sheet submitted by the Coach/or Manager to the Referee or Official Scorer before the start of the game. A list of names and numbers of all eligible players must be handed to the Official Scorer before the game, and no change shall be permitted to the list after the commencement of the game. Before the game, if an official (on-play or off-play) notices that a player is in uniform but has not been included on the Official Game Report, the Referee shall bring this to the attention of the offending team so that the necessary correction can be made to the Official Game Report with no penalty assessed. 

4.2 Ineligible Player- Only players on the list submitted to the Official Scorer before the game may participate in the game. The determining factor when considering whether or not a player is eligible is that the player’s name, and not necessarily the player’s number, must be correctly listed by the Manager or Coach of that team. Whenever an ineligible player is identified to the Referee, the ineligible player will be removed from the game and the Club shall not be able to substitute another player from its roster. No additional penalties are to be assessed but a report of the incident must be submitted to the Commissioner. 4.3 Coaches and Team Personnel- No one but players in uniform, non-playing team personnel duly registered on the Roster Sheet as the Manager, Coach(es), Trainer, Equipment Manager, etc. One non-uniformed player shall be permitted on the players’ bench in a coaching capacity. He must be indicated on the Roster Sheet submitted by the Coach to the Official Scorer prior to the start of the game. 

Rule 5 Captions 

5 Captions One Captain shall be appointed by each team, and he alone shall have the privilege of discussing with the Referee any questions relating to the interpretation of rules which may arise during the progress of a game. He shall wear the letter “C,” approximately three inches (3'') in height and contrasting color, in a conspicuous position on the front of his sweater. No co-Captains/Alternate Captains are prohibited. The Captain has to play at least 3 series until he can remove the “C”. A one-man team has the choice of not having a Captain, but if another player joins the club they will have to have a captain.

Rule 6: Starting lineups

6.1 Starting Line-up- Before the start of the game(24 hours), at the request of the Referee, the Manager or Coach of the visiting team is required to name the starting line-up to the Referee or Official Scorer. Before the start of the game, the Manager or Coach of the home team, having been advised by the Official Scorer of the names of the starting line-up of the visiting team, shall name the starting line-up of the home team. This information shall be conveyed by the Official Scorer to the Coach of the visiting team. No change in the starting line-up of either team as given to the Official Scorer, or in the playing line-up on the tramp, can be made unless reviewed and approved by the Referee prior to the start of the game.  Only two (2) player from each team can attend a regular season game. For playoffs the team can have up to five (5) players.

6.2 Violation- For an infraction of this rule, a bench minor penalty shall be imposed upon the offending team. This is an appeal play and must be brought to the Referee’s attention prior to the second serve in the game. There is no penalty 

to the requesting team if their appeal is unsustained. 


Rule 7 Injured Players

7.1 Injured Player- When a player is injured or compelled to leave the tramp during a game, he may retire from the game and be replaced by a substitute, but play must continue without the teams leaving the tramp. During the play, if an injured player wishes to retire from the tramp and be replaced by a substitute, he must do so at the players’ bench and not through any other exit leading from the Tramp. This is not a legal player change and therefore when a violation occurs, a bench minor penalty shall be imposed. When a player is injured so that he cannot continue to play or go to his bench, the play shall not be stopped until the injured opposing team gets possession of the ball in the offensive zone. In the case where it is obvious that a player has sustained a serious injury, the Referee may stop the play immediately. When play has been stopped by the Referee due to an injured player, or whenever an injured player is attended to on the tramp by the Trainer or medical personnel, such player must be substituted immediately. This injured player cannot return to the tramp until play has resumed. When space is stopped for an injured player, the ensuing serve shall be for the opposing team. When the injured player’s team has control of the puck in the attacking zone, the face-off shall be conducted at the nearest face-off spot in the neutral zone. 

7.2 Solo- If a team only conducts 1 player and that player gets injured then that player will have 5 minutes to get themselves together. If they can't go back into the game they will be an asset with an auto-forfeit.

7.3 Blood- A player who is bleeding or who has visible blood on his equipment or body shall be ruled off the tramp at the next stoppage of play. Such players shall not be permitted to return to play until the bleeding stops and the cut or abrasion is covered (if necessary). It is required that any affected equipment and/or uniform be properly decontaminated or exchanged.

7.4 Emergency Free Agentsey- If a player is out for the entire season the team will have to get aprofed for a Emergency Free Agentsey. Itw ill have undraft prospect that the team can pick one of. The player will automedically get a 1 year and 50% of the player that injured THL Bucks. When that season is done the Emergecy free agent will go to free agency for anyone to grab. 


Rule 8 Equipment

8.1 Team Uniform- All players shall be dressed uniformly in the approved design and color of their hats, jerseys, short pants, and socks. Any player not complying with this rule shall not be permitted to participate in the game. For violations, refer to 8.5. Each member Club shall design and wear distinctive and contrasting uniforms for their home and road games, no parts of which shall be interchangeable except the pants. Any concerns regarding uniforms shall be reported by the Referee to the THL Handball Operations Department.

8.2 Numbers- Each player listed in the line-up shall wear an individual identifying number at least nine inches (9'') high on the back of his shirt. In addition, each player shall wear his surname in full, in block letters three inches (3'') high, across the back of his sweater at shoulder height. 

8.3 Equipment needed- All players must wear the following: socks, hat, jersey, and shorts.8.3.1. If the player forgets his hat it will be a minor penalty. 8.3.2 If a player does not have a jersey and he has no teammates on the roster for that game he will be assessed a major penalty. 8.3.3 If a player does not have any shorts the game will not go on until the player has shorts; if it takes over 5 minutes to receive shorts they will be given a minor penalty.  8.3.1.1 Each player must wear socks whether they are there from the club or you sweat in your old home. Wearing trampoline grip socks will end up with a penalty, each player gets one warning and if they get caught again, it will be a 1 series suspension.

8.4 Prohibited Equipment- All Banned equipment is knee pads, any padding, bulky, and sweatbands. If a player doesn't wear socks he will be an asset with a minor penalty.

Rule 9 Handball

9.1 Dimensions- The Handball shall be made of light thing leather filled with cotton, or other approved material, it is a 6-inch by 6-inch round ball, and shall weigh between seventeen and one-half ounces (17/2'' oz.) and six ounces (6 oz.). All handballs used in competition must be approved by the League.

9.2 Supply- The stadium shall be responsible for providing an adequate supply of official Handballs. 

9.3 Illegal Ball- If at any time while play is in progress, a ball other than the one legally in play shall appear on the playing surface, the play shall not be stopped but shall continue with the legal ball until the play in progress is completed by a change of possession. 

Rule 10 Adjustment to Clothing Or Equipment

10 Adjustments to Clothing Or Equipment- Play shall not be stopped nor the game is delayed by reasons of adjustments to clothing/equipment. The onus of maintaining clothing and equipment in proper condition shall be upon the player. If adjustments are required, the player can call a time-out.


Rule 11 Calling Of Penalties 

11.1 Calling a Penalty- Should an infraction of the rules which would call for a minor, major, misconduct, Sires Misconduct, or match penalty be committed by a player of the side in control of the puck, the Referee shall immediately stop the game and penalize the offending player. When a player makes a penalty the refs will call for a minor, major, misconduct, Sires Misconduct, or match penalty by the defending team the Referee will raise his hand and wait until the defending team gets the procession of the ball then he will stop the play. If a major penalty is committed by a player, Trainer, Manager, coach, or non-playing Club personnel is ejected from the game for a violation of the playing rules, that individual must vacate the players’ bench area and may not, in any manner, further participate in the game. This includes directing the team from the spectator area or by radio communications. Any violations shall be reported to the Commissioner. 

11.2 Calling a Minor Penalty-Goal Scored- If the penalty to be imposed is a minor penalty and a goal is scored on the play by the non-offending side, the minor penalty shall not be imposed but major and match penalties shall be imposed in the normal manner regardless of whether or not a goal is scored. If two or more minor penalties were to be imposed and a goal is scored on the play by the non-offending side, the Captain of the offending team shall designate to the Referee which minor penalty(ies) will be assessed and which minor penalty will be washed out as a result of the scoring of the goal.

11.3 Calling a Double-minor Penalty-Goal Scored,- When the penalty is imposed and a goal is scored, it will be any auto minor penalty. The double minor penalty will be announced and then the minor will be announced. On the score, sheets will be right down as 1 double minor and will go on the players required.

11.4 Calling A Penalty From A PT- When a penalty is called during a penalty throw (major) like unsportsmanlike when the penalized team gets possession there will be a stop the referee and he will announce the penalty.

11.5 PT location– The Penalty Throw happens when someone gets a major penalty or a double minor. The PT will take place at the Penalty Line half away from the goal and center line. You have to keep BOTH FEET behind the line and when you throw it if you leave your feet you have to stay behind the line when you land.

 Rule 12 Minor Penalties:

12.1 Minor Penalty- For a minor penalty, the opposing team will get a penalty throw. The ball must bounce, get smacked in, or hit the defending player. After the one (1) penalty throw the offensive player will get the ball back and start off with a serve.

12.2 Infractions-Refer to Reference Tables-Table 2- Summary of Minor Penalties, for a list of infractions that can result in a minor penalty being assessed (see specific rule numbers for complete descriptions). 

Rule 13 Bench Minor Penalties

13.1  Bench Minor Penalty- A bench minor penalty involves the removal from the tramp of one player of the team against which the penalty is assessed for a serve. 

13.2 Infractions-Refer to Reference Tables-Table 3- Summary of Bench Minor Penalties for a list of infractions that can result in a bench minor penalty being assessed (see specific rule numbers for complete descriptions). 

Rule 14 Double-minor Penalties

14.1 Minor Penalty- For a double minor penalty, the opposing team will get two (2) penalty throws. The ball must bounce, get smacked in, or hit the defending player. After the two penalty throws the offensive player will get the ball back and start off with a serve.

14.2 Infractions-Refer to Reference Tables-Table 4- Summary of Double-minor Penalties for a list of infractions that can result in a double-minor penalty being assessed.

Rule 15 Coincidental Penalties

15.1 Coincidental Minor Penalties- When coincidental minor penalties or coincidental minor penalties of equal duration are imposed against players of both teams, the penalized players shall all take their places for the penalty trow or a serve. When multiple penalties are assessed to both teams, equal numbers of minor and major penalties shall be eliminated using the coincidental penalty rule and any differential in time penalties shall be served in the normal manner and there will be no penalties if matched. 

15.2 Coincidental Major Penalties- When coincidental major penalties or coincidental penalties of equal duration, including a major and/or a match penalty, are imposed against players of both teams.

15.3 Coincidental Match Penalties- When coincidental match penalties or coincidental penalties of equal duration, including a major and/or a match penalty, are imposed against players of both teams, the players with the match penalties shall be immediately removed from the game. The remaining penalized players shall not leave the penalty benches until the first stoppage of play following the expiry of their respective penalties. Immediate substitutions shall be made for an equal number of major and/or match penalties, or coincidental penalties of equal duration including a major or match penalty to each team so penalized, and the penalties of the players for which substitutions have been made shall not be taken into account for the delayed penalty rule.


Rule 16 Major Penalties

16.1 Major Penalty- For a Major penalty, the opposing team will get a penalty throw which can throw the ball straight in straight in. After the one (1) penalty throw the offensive player will get the ball back and start off with a serve.

16.2 Substitution- When a player has been assessed a major penalty and has been removed from the game or is injured, any player on the roster for that game has to get substituted into the game. If the team only has 1 player it will be an auto-forfeit.

16.3 Automatic Sires Misconduct- Automatic Sires Misconduct shall be applied to any player who has been assessed a third major penalty in the same game. An automatic Sires Misconduct shall also be applied whenever a player has assessed a major penalty for any of the infractions listed in the Reference Tables Summary of Major Penalties that Result in an Automatic Sires Misconduct. 

16.4  On-tramp Video Review of Major Penalties- Referees shall review all plays that result in the assessment of any Major Penalty (other than a Major Penalty for Fighting) to confirm (or modify) their original call on the tramp. Such reviews will be conducted exclusively by the Referee on the tramp in consultation with another On-tramp ref, as appropriate, using the technology (the filming device) specified in and provided Communication between the Situation Room and the On-tramp Officials shall be limited to contact between the appropriate Game Logger in the Situation Room and the Referee to ensure the Referee is receiving any video they might request, as well as the appropriate replay angles they may need to review the penalty call. There shall be no other contact or consultation between the On-tramp Official and the THL Situation Room, or with any other non-game participant. The Referee shall only have the following options following a video review of his call: (i) confirming his original Major Penalty call; or (ii) reducing his original Major Penalty call to a lesser penalty for the same infraction.

Rule 18 Match Penalties

21.1 Match Penalty- A match penalty involves no penalty throw or serve but it will go on the score sheet. If there is a major penalty by team 1 and then a separate penalty for team 2 it will be a match.

21.2  Reports- The Referee is required to report all match penalties and the surrounding circumstances to the Commissioner of the League immediately following the game in which they occur. 

21.3  On-Tramp Video Review of Match Penalties- Referees shall review all plays that result in the assessment of any Match Penalty to confirm (or modify) their original call on the tramp. Such reviews will be conducted exclusively by the Referee(s) on the tramp in consultation with other On-tramp Official(s), as appropriate, using the technology (The filming device) specified in and provided pursuant. Communication between the Situation Room and the On-tramp Officials shall be limited to contact between the appropriate Game Logger in the Situation Room and the Referee to ensure the Referee is receiving all video they might request, as well as the appropriate replay angles they may need to review the penalty call. There shall be no other contact or consultation between the On-tramp Official(s) and the THL Situation Room, or with any other non-game participant. The Referee shall have the following options following such review. 

Rule 19 Misconduct Penalties

19.1 Misconduct Penalty- In the event of misconduct penalties to any player the player shall be ruled off the tramp for a period of the game the player got a Misconduct penalty from and the following game. A substitute player is permitted in the game.



Rule 20 Sires Misconduct Penalties

20.1 Sires Misconduct Penalty- A Sires misconduct penalty involves the suspension of a player for the balance of the game but a substitute is permitted to replace the player removed. That player can not play the rest of that sires if the sires are not done.

20.2 Fines and Suspensions- A player incurring a Sires misconduct penalty shall be reported to the Commissioner who shall have full power to impose such further penalties by way of suspension or fine on the penalized player or any other player involved in the altercation. 

20.3 Fines and Suspensions-General Category- In regular League games, any player who incurs a total of three (3) Sires Misconduct penalties in the “General Category” and exclusive of other designated categories, shall be suspended for the next League sires of his team. For each subsequent Sires Misconduct penalty, the automatic suspension shall be increased by one game. His Club shall be fined 10 dollars ($10). 21 In Playoff games, any player who incurs a total of two Sires Misconduct penalties in the “General Category” shall be suspended automatically for the next Playoff series of his team. For each subsequent Sires Misconduct penalty during the Playoffs, the automatic suspension shall be increased by one game. In playoffs, his club shall be fined 10 dollars ($10). 

20.4 Fines and Suspensions-Abuse of Officials Category- In regular season League or Playoff games, any player who incurs a total of two (2) Sires Misconduct penalties for abuse of officials-related infractions penalized Abuse of Officials, shall be automatically suspended for his team’s next League or Playoff sires. For each subsequent Sires Misconduct penalty, the automatic suspension shall be increased by one sire. 

20.5 Fines and Suspensions – Physical Fouls Category – In regular season League games, any player who incurs a total of two (2) Sires Misconduct penalties in the “Physical Fouls Category”, before playing in 9 consecutive regular season League games without such penalty, shall be suspended automatically for the next League game of his team. For each subsequent Sires Misconduct penalty, the automatic suspension shall be increased by one game. In Playoff games, any player who incurs a total of two (2) Sires Misconduct penalties in the “Physical Fouls Category” shall be suspended automatically for the next Playoff game of his team. For each subsequent Sires Misconduct penalty in this category during the Playoffs, the automatic suspension shall be increased by one game. Prior to the commencement of each Tramp Cup Finals, a player will have his current “Physical Fouls Category” Sires Misconducts removed from his current playoff record. They will remain part of his historical record. When a player has played in 9 consecutive regular League games without being assessed a major and Sires Misconduct in the “Physical Fouls Category”, he will have the previous Sires Misconduct penalties removed from his current record. They will remain part of his historical record. A player’s total games played will cover two years from the date of the first Sires Misconduct penalty for each category of foul. 

20.6 Other Infractions That Could Result in a Sires Misconduct- Summary of Sires Misconduct Penalties for a list of the infractions that can result in a Sires Misconduct penalty being assessed. In addition, the following list of infractions can also result in a Sires Misconduct penalty being assessed: (i) interfering with or striking a spectator. (ii) racial taunts or slurs (iii) spitting on or at an opponent or spectator Any player or non-playing Club personnel who physically interferes with the spectators, becomes involved in an altercation with a spectator, or throws any object at a spectator, shall automatically incur a Sires Misconduct penalty and the Referee shall report all such infractions to the Commissioner who shall have full power to impose such further penalty as he shall deem appropriate. 

Rule 21 Delayed Penalties

21.1 Delayed Penalty- When there are 2 Delayed penalties and the offending team has the ball the referee will raise his and wait antill the defending team gets procession of the ball, there will be an auto PT and the penalized team serve.

21.2 Major and Minor Penalty- When a major and a minor penalty are imposed simultaneously, the Penalty Timekeeper shall record the minor as the first penalty, then the major no matter what.

Rule 22 Supplementary Discipline 

22.1  Supplementary Discipline- In addition to the automatic fines and suspensions imposed under these rules, the Commissioner may, at his discretion, investigate any incident that occurs in connection with any Pre-season, Exhibition, League, or Playoff game and may assess additional fines and/or suspensions for any offense committed during a game or any aftermath thereof by a player, goalkeeper, Trainer, Manager, Coach or non-playing Club personnel or Club executive, whether or not a such offense has been penalized by the Referee. If an investigation is requested by a Club or by the League on its initiative, it must be initiated within twenty-four (24) hours following the completion of the game in which the incident occurred.  

22.2  Pre-Season and Exhibition Games- Whenever suspensions are imposed as a result of infractions occurring during pre-season and exhibition games, the Commissioner shall exercise his discretion in scheduling the suspensions to ensure that no team shall be short more players in any regular League game than it would have been had the infractions occurred in regular League games.

Rule 23 Signals

23.1 Boarding Striking the clenched fist of one hand into the open palm of the opposite hand in front of the chest.

23.2 Warning Number 1 in hand which is vertically up.

23.3 Delayed penalty Extending the non-whistle arm fully above the head. 

23.4 Delay of game The non-whistle hand, palm open, is placed across the chest and then fully extended directly in front of the body. 

23.5 Elbowing Tapping either elbow with the opposite hand. 

23.6 Fighting Clenched fists side-by-side in front of the chest.

23.7 Holding Clasping either wrist with the other hand in front of the chest. 

23.8 three second hold Clench Fist with a forward motion from the elbow.

23.9 Illegal check to the head Patting flat (open palm) of the non-whistle hand on this side of the head. 

23.10 Misconduct Both hands on hips.

23.11 Roughing Fist clenched and arm extended out to the side of the body. 

23.12 Throwing equipment No signal in the Trampoline handball League.

23.13 Time-out Use both hands to form a “T” in front of the chest. 

23.14 Tripping twist your foot and kick out your leg

23.15 Unsportsmanlike conduct Use both arms to form a “T” in front of your body (similar to a time-out). 

Rule 24 Appointment of Officials

24 Appointment of Officials by Commissioner- The Commissioner shall appoint the Referees, to Video Goal Judge and all Off-tramp Officials for each game.

The Commissioner shall forward to all Clubs a list of Referees, and Off-tramp Officials, all of whom must be treated with proper respect at all times during the season by all players, Club officials, and representatives.

Rule 25 Referees 

25.1 Attire and Equipment- All Referees shall be dressed in black short pants and a League-approved jersey that is not the same color as any of the team's jerseys.

25.2 Disputes- The Referees shall have general supervision of the game and shall have full control of all game officials and players during the game, including stoppages; and in case of any dispute, their decision shall be final. As there is a human factor involved in making the play stop, the Referee may deem the play to be stopped slightly prior to the play being dead. The fact that the puck may come loose or cross the goal line prior to the sound of the ref's voice has no bearing if the Referee has ruled that the play had been stopped prior to this happening. In the event of any dispute regarding time or the expiration of penalties, the matter shall be referred to the Referee for adjustment and his decision shall be final. He may use the Video Goal Judge/Situation Room to assist in rendering the final decision. 

25.3 Face-offs- The Referees shall face off the ball to start each period. The Referees will watch closely to the play to see who goes early for a fall start, the home team will say 1.2.3 go. 

25.31 Taking Advantage Of being the home team- The home team says 3.2.1 and then they go but if the home team goes early it will be taken advantage of by the home team but if the away team says it will be fall start. 

25.4 General Duties- It shall be the duty of the Referees to impose such penalties as are prescribed by the rules for infractions thereof and they shall give the final on-tramp decision in matters of disputed goals. The Referee must review any close calls.

25.5 Penalties- The infraction of the rules for which each penalty has been imposed will be announced correctly, as reported by the Referee, over the public address system. Where players of both teams are penalized on the same play, the penalty to the visiting player will be announced first. When a penalty is imposed by the Referee which calls for a mandatory or automatic fine, only the time portion of the penalty will be reported by the Referee to the Official Scorer and announced over the public address system, and the fine will be collected through the League office. 

25.6 Players’ Uniforms- It shall be the duty of the Referees to see to it that all players are properly dressed and that the approved regulation equipment (including the approved on-tramp branded exposure program(could be fined) is in use at all times during the game. 

25.7 Reports- The Referee shall report to the Commissioner promptly and in detail the circumstances surrounding the following: (i) The assessment of misconduct penalties for abuse of officials; (ii) The assessment of Sires Misconduct penalties; (iii) The assessment of match penalties; (iv) The assessment of an instigator penalty; (v) Any time a goalkeeper leaves his crease during an altercation; (vi) Any time a stick or other object is thrown outside the playing area; (vii) Any time a player, goalkeeper or non-playing Club personnel are involved in an altercation with a spectator; (viii) Any unusual occurrence that takes place on or off the tramp, before, during or after the game. more than a fifteen (15) minute delay in the commencement of the game or any undue delay in resuming play after the League-approved intermission length between periods, the Referees shall state in their report to the Commissioner the cause of the delay and the Club or Clubs which were at fault. The Referees shall remain on the tramp after each period until all players have proceeded to their dressing rooms. The Referees shall check club rosters and all players in uniform before signing the Official Report of Match form. 

Rule 26 Video Review

26.1 THL Situation Room/Video Goal Judge- The THL will staff a centralized Situation Room with experienced Handball Operations professionals to watch all games (Regular Season and Playoffs) and to work in conjunction with the On- and Off-tramp Officials in every arena in reviewing all goals and disputed and controversial plays and rendering decisions following the specific parameters set forth herein. The THL will designate an Off-tramp Official to serve in the role of Video Goal Judge in every arena for every game (Regular Season and Playoffs). The Video Goal Judge will be located in a secluded area on the upper level of the building with an unobstructed view of both goals. The location must be large enough to seat four (4) people (Video Goal Judge, Video Technician, Supervisor of Officials, and THL Handball Operations representative) and must have space for necessary monitors, replay, and recording equipment. The THL Situation Room and the Video Goal Judge shall both have access to all replays that may be available from all available broadcasts of the game. Both the THL Situation Room and the Video Goal Judge shall also be equipped with state-of-the-art communications systems that will allow direct and immediate access to the Off-tramp Official.

26.2 Throwing The Ball Into The Net- Plays that involve a ball entering the net as a direct result of a “distinct throwing motion” the ball into the net shall be ruled NO GOAL. A “distinct throwing motion,” for purposes of Video Review, is one where the video makes clear that an attacking Player has thrown the ball without hitting the ground or hitting outside of the crease and then enters the net. A goal cannot be scored on a play where an attacking Player propels the ball without the ball not hitting the ground using a “distinct throwing motion.” If the offending team throws the ball and it hits someone's body it will be a goal.

Rule 27 Coaches Challenge

27.1 General- The video review mechanism triggered by the Coach’s Challenge can only be utilized in GOAL/NO GOAL situations and is intended to be extremely narrow in scope. In all Coach’s Challenge situations, the original call on the tramp will be overturned if, and only if, a conclusive and irrefutable determination can be made based on video evidence that the original call on the ice was not correct. If a review is not conclusive and/or there is any doubt whatsoever as to whether the call on the ice was correct, the original call on the ice will be confirmed. 

27.2  Situations Subject to Coach’s Challenge- A team may only request a Coach’s Challenge to review the following scenarios: (a) throwing the ball straight into the net and (b) a major penalty. 

21.3 Process for Initiating a Coach’s Challenge- All Coach’s Challenges must be initiated by notice verbally communicated to a Referee prior to the serve following a GOAL or, in the case of a NO GOAL call because of “throwing the ball into the net” prior to the resumption of play. Teams may not unduly delay the resumption of play while evaluating whether or not to initiate a Coach’s Challenge. Any such delay or delay tactics may result in the denial of a right to Challenge and, at the discretion of the Referee, may also result in a minor penalty for “Delaying the Game”. To expedite the review process, Coaches initiating a Coach’s Challenge are required to provide to the Referee, with reasonable specificity, both the reason for their Challenge (i.e., the actual infraction that is being claimed) and the approximate time on the clock when the purported infraction transpired. Failure to provide this info as rmation with reasonable specificity may result in the denial of a right to Challenge. NOTE: Only one Coach’s Challenge per team per stoppage will be permitted. If they get the challenge right they will get it back.

21.4 Process for Reviewing a Coach’s Challenge- The League will make available in all arenas suitable technology (for example the filming device) that will allow the On-tramp Officials, in conjunction with the THL Situation Room, to review video replays of the play-giving rise to the Coach’s Challenge (or, in the final minute of play or in Overtime, the play that caused the THL Situation Room to initiate the review). To the extent practical and possible, the replays made available to the On-tramp Officials will be the same replays that are being utilized by the THL Situation Room. Once a Coach’s Challenge has been initiated (or, in the final minute of play or Overtime, a review is initiated by the THL Situation Room), the THL Situation Room will immediately establish contact with the On-tramp Official(s) responsible for the call (or non-call) on the tramp via the headset and will inquire and discuss with the On-tramp Official(s), prior to the On-tramp Official reviewing any video, the following: (i) the On-tramp Official’s “final” call on the tramp; and (ii) what the On-tramp Official(s) observed on the play. During all games (Regular Season and Playoffs), the THL Situation Room will be staffed with at least one retired On-tramp Official to assist in the review of the Coach’s Challenges (including those initiated by the THL Situation Room), and such retired Official will be involved both in communicating with the On-tramp Officials via the headset and with providing input to the Handball Operations person responsible for making the “final” decision by the THL Situation Room. The on-tramp call will then be reviewed simultaneously by the appropriate On-tramp Official(s) at the tramp level and by the staff in the THL Situation Room using any and all replays at their disposal. After their joint review and consultation, the THL Situation Room will render the “final” decision on whether to uphold or overturn the original call on the tramp. Once a decision is made, the Referee will inform the Penalty Timekeeper/Public Address Announcer and will announce the call on the tramp. 

21.5 Applicable Standards for “Three Seconds” Challenge- The standard for overturning the call in the event of a “GOAL” call on the tramp is that the THL Situation Room, after reviewing any and all available replays and consulting with the On-tramp Official(s), determines that the offending player holds the ball for more than 3 seconds. If they get the call wrong it will be an auto penalty (rule 21.5).

Rule 22 Abuse To Officials

22.1 General Description- A player, Coach or non-playing person shall not challenge or dispute the rulings of an official before, during or after a game. A player, Coach or non-playing person shall not display unsportsmanlike conduct including, but not limited to, obscene, profane or abusive language or gestures, comments of a personal nature intended to degrade an official, or persist in disputing a ruling after being told to stop or after being penalized for such behavior. That player will not play the remainder of the game.

22.2 Minor Penalty- A minor penalty for unsportsmanlike conduct shall be assessed under this rule for the following infractions: (i) Any player who challenges or disputes the ruling of an official. (ii) Any identifiable player who uses obscene, profane or abusive language or gestures directed at any on or (v) If a penalized player is assessed an additional unsportsmanlike conduct penalty either before or after he begins serving his original penalty(ies), the additional minor penalty is added to his unexpired time and served consecutively. 

22.3 Sires Misconduct Penalty- Sires Misconduct penalties shall be assessed under this rule for the following infractions: (i) Any player who, after being assessed a misconduct penalty, persists in challenging or disputing the ruling of an official. (ii) When a player, Coach or non-playing person uses obscene, profane or abusive language or gesture directed at any on or off-tramp official or uses the name of any official coupled with any vociferous remarks, after already being assessed a bench minor penalty), this Coach or non-playing person is to be assessed a Sires Misconduct and the situation reported to the Commissioner for further action. When this type of conduct occurs after the expiration of the game, on or off the ice, the Sires Misconduct shall be applied without the necessity of having been assessed a bench minor penalty previously. (iii) Any player who deliberately applies physical force in any manner against an official, in any manner attempts to injure an official, physically demeans, or deliberately 

applies physical force to an official solely for the purpose of getting free of such an official during or immediately following an altercation shall receive a Sires Misconduct penalty and the guidelines Abuse of Officials are to be applied. 


Rule 23 Boarding

23.1 Boarding- A boarding penalty shall be imposed on any player who checks or pushes a defenseless opponent in such a manner that causes the opponent to hit or impact the boards violently or dangerously. The severity of the penalty, based upon the impact with the boards, shall be at the discretion of the Referee. There is an enormous amount of judgment involved in the application of this rule by the Referees. The onus is on the player applying the check to ensure his opponent is not in a defenseless position and if so, he must avoid or minimize contact. However, in determining whether such contact could have been avoided, the circumstances of the check, including whether the opponent put himself in a vulnerable position immediately prior to or simultaneously with the check or whether the check was unavoidable can be considered. This balance must be considered by the Referees when applying this rule. Any unnecessary contact with a player playing the ball on an obvious”three seconds” play which results in that player hitting or impacting the boards is “boarding” and must be penalized as such. In other instances where there is no contact with the boards, it should be treated as “charging.”

23.2 Minor Penalty- The Referee, at his discretion, may assess a minor penalty, based on the degree of violence of the impact with the boards, to a player guilty of boarding an opponent.  

23.3 Major Penalty- The Referee, at his discretion, may assess a major penalty, based on the degree of violence of the impact with the boards, to a player guilty of boarding an opponent.

23.4 Match Penalty- The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent by boarding.

23.5 Sires Misconduct Penalty- When a major penalty is imposed under this rule for a foul resulting in an injury to the face or head of an opponent, a Sires Misconduct shall be imposed. 

23.6 Fines and Suspensions- Physical Fouls Category. If deemed appropriate, supplementary discipline can be applied by the Commissioner at his discretion (refer to Rule 20.2)

Rule 24 Cliping

24.1 Clipping- Clipping is the act of throwing the body across or below the knees of an opponent from any direction. A player may not deliver a check in a “clipping” manner, nor lower his own body position to deliver a check on or below an opponent’s knees. An illegal “low hit” is a check that is delivered by a player who may or may not have both feet on the ground, with his sole intent to check the opponent in the area of his knees. A player may not lower his body position to deliver a check to an opponent’s knees.

24.2 Minor Penalty- A player who commits these fouls will be assessed a minor penalty for “clipping.”

24.3 Major Penalty- If an injury occurs as a result of this “clipping” check, the player must be assessed a major penalty. 

24.4 Match Penalty- The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent by clipping. 

24.5 Sires Misconduct Penalty- A Sires Misconduct penalty must be assessed anytime a major penalty is applied for injuring an opponent by clipping. 

24.6 Fines and Suspensions- Physical Fouls Category. There are no specified fines or suspensions for clipping, however, supplementary discipline can be applied by the Commissioner at his discretion (refer to Rule 20.2).

Rule 45 Elbowing

25.1 Elbowing- Elbowing shall mean the use of an extended elbow in a manner that may or may not cause injury. 

25.2 Minor Penalty- The Referee, at his discretion, may assess a minor penalty, based on the degree of violence, to a player guilty of elbowing an opponent. 

25.3 Major Penalty- A major penalty, at the discretion of the Referee, shall be imposed on any player who uses his elbow to foul an opponent. A major penalty must be imposed under this rule for a foul resulting in an injury to the face or head of an opponent.

25.4 Match Penalty- The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent by elbowing. 

25.5 Sires Misconduct Penalty- When a major penalty is imposed under this rule for a foul resulting in an injury to the face or head of an opponent, a Sires Misconduct penalty shall also be imposed. 

25.6 Fines and Suspensions- Physical Fouls Category. If deemed appropriate, supplementary discipline can be applied by the Commissioner at his discretion (refer to Rule 20.2).

Rule 26 Fighting

26.1 Fighting- A fight shall be deemed to have occurred when at least one player punches or attempts to punch an opponent repeatedly or when two players wrestle in such a manner as to make it difficult for the Refs to intervene and separate the combatants. The Referees are provided very wide latitude in the penalties with which they may impose under this rule. This is done intentionally to enable them to differentiate between the obvious degrees of responsibility of the participants either for starting the fight or persisting in continuing the fight. The discretion provided should be exercised realistically. 

26.2 Aggressor- The aggressor in an altercation shall be the player who continues to throw punches in an attempt to inflict punishment on his opponent who is in a defenseless position or who is an unwilling combatant. A player must be deemed the aggressor when he has clearly won the fight but he continues throwing and landing punches in a further attempt to inflict punishment and/or injury on his opponent who is no longer in a position to defend himself. A player who is deemed to be the aggressor of an altercation shall be assessed a major penalty for fighting and a Sires Misconduct. A player who is deemed to be the aggressor of an altercation will have this recorded as an aggressor of an altercation for statistical and suspension purposes. A player who is deemed to be both the instigator and aggressor of an altercation shall be assessed an instigating minor penalty, a major penalty for fighting, a ten-minute misconduct (instigator) and a Sires Misconduct penalty (aggressor). 

26.3 Altercation- An altercation is a situation involving two players with at least one to be penalized. 

Fighting After the Original Altercation- A Sires Misconduct penalty shall be imposed on any player who is assessed a major penalty for fighting after the original altercation has started. Notwithstanding this rule, at the discretion of the Referee, the automatic Sires Misconduct penalty may be waived for a player in the altercation if the opposing player was clearly the instigator of the altercation. 

26.4 Fighting Off the Playing Surface- A misconduct or Sires Misconduct penalty shall be imposed on any player involved in fighting off the playing surface or with another player who is off the playing surface. These penalties are in addition to any other time penalties assessed, including the major penalty for fighting. Whenever a Coach or other non-playing Club personnel becomes involved in an altercation with an opposing player, Coach or other non-playing Club personnel on or off the ice, shall be automatically suspended from the game, ordered to the dressing room and the matter will be reported to the Commissioner for further disciplinary action. 

26.5 Instigator- An instigator of an altercation shall be a player who by his actions or demeanor demonstrates any/some of the following criteria: distance traveled; throws a punch first; first punch thrown; menacing attitude or posture; verbal instigation or threats; conduct in retaliation to a prior game (or season) incident; obvious retribution for a previous incident in the game or season. A player who is deemed to be the instigator of an altercation shall be assessed an instigating minor penalty, a major penalty for fighting and a Game Misconduct. If the same player is deemed to be the instigator of a second altercation in the same game, he shall be assessed an instigating minor penalty, a major penalty for fighting and a sires misconduct. When a player receives his third instigator penalty in one Regular season, he is automatically given a Sires Misconduct following that third violation. A player who is deemed to be both the instigator and aggressor of an altercation shall be assessed an instigating minor penalty, a major penalty for fighting, a ten-minute misconduct (instigator) and a Sires Misconduct penalty (aggressor). Any request by a Club to have an instigator penalty reviewed and rescinded by the League must follow the same procedure for Sires Misconduct penalties.

26.6 Major Penalty- A major penalty shall be imposed on any player who fights.

26.7 Match Penalty- Any player wearing tape or any other material on his hands (below the wrist) who cuts or injures an opponent during an altercation will receive a match penalty in addition to any other penalties imposed including for fighting under this rule. A match penalty shall be assessed to a player who punches an unsuspecting or unwilling opponent (i.e. “sucker punch”) and causes an injury. 

Rule 27 Head-butting

27.1 Head-butting- The act of head-butting involves a player making intentional contact, or attempting to make contact, with an opponent by leading with his head and/or helmet. 

27.2 Double-minor Penalty- A double-minor penalty shall be imposed on a player who attempts to head-butt an opponent. 

27.3 Major Penalty-  A major penalty shall be imposed on a player who head-butts an opponent (see 47.5). 

27.4 Match Penalty- A match penalty shall be imposed on a player who injures an opponent as a result of a head-butt. 

27.5 Sires Misconduct Penalty- When a major penalty is assessed under this rule, a game misconduct penalty must be imposed. 

Rule 28 Illegal Check to the Head

28.1 Illegal Check to the Head- A hit resulting in contact with an opponent’s head where the head was the main point of contact and such contact to the head was avoidable is not permitted. In determining whether contact with an opponent's head was avoidable, the circumstances of the hit including the following shall be considered: (i) Whether the player attempted to hit squarely through the opponent’s body and the head was not "picked" as a result of poor timing, poor angle of approach, or unnecessary extension of the body upward or outward. (ii) Whether the opponent put himself in a vulnerable position by assuming a posture that made head contact on an otherwise full body check unavoidable. (iii) Whether the opponent materially changed the position of his body or head immediately prior to or simultaneously with the hit in a way that significantly contributed to the head contact. 

28.2 Minor Penalty- For violation of this rule, a minor penalty shall be assessed. 28.3 Major Penalty- If the striking player is trying to intentionally hurt the opponent it could lead into a Major penalty.

28.4 Sires Misconduct Penalty- If the striking player is trying to intentionally hurt the opponent it could lead into a sires misconduct.

Rule 29 Kneeing 

29.1 Kneeing- Kneeing is the act of a player leading with his knee and in some cases extending his leg outwards to make contact with his opponent. 

29.2 Minor Penalty- The Referee, at his discretion, may assess a minor penalty, based on the severity of the infraction, to a player guilty of kneeing an opponent. 29.3 Major Penalty- The Referee, at his discretion, may assess a major penalty, based on the severity of the infraction, to a player guilty of kneeing an opponent. 

29.4 Match Penalty- The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent by kneeing. 

29.5 Game Misconduct Penalty- When a player has been assessed a major penalty for kneeing he shall also be assessed a Game Misconduct. 

29.6 Fines and Suspensions- Physical Fouls Category. There are no specified fines or suspensions for kneeing, however, supplementary discipline can be applied by the Commissioner at his discretion (refer to 20.2).


Rule 30 Three Seconds 

30.1 Three Seconds- A player or a team may be penalized when, in the opinion of the Referee, three seconds without dribbling in any manner.

30.2 What is three seconds- Three Second rule is the action of holding the ball more than 3 seconds without dribbling. It is only considered dribble when hands are 9 inches apart.




Rule 31 Serving

31.1  Serving- The person that is serving the ball will say three, two, one (321) and serve the. When you serve the ball they shall not throw the ball they shall kick it, hit it, or throw the ball but make sure it hits the ground before it goes in or hits the crease.

31.2 Who Serves- The player that shell serve is (i) Team that just let up a goal then it will go to him (ii) If that team gets a minor penalty it will be the other team's serve. If the defending team gets a penalty and then the offensive team scores it will be the defending teams serve as the penalty cancels out.

Rule 32 Delay Of Game

32.1 Delay of Game- A player or a team may be penalized when, in the opinion of the Referee, is delaying the game in any manner. 

32.2 Minor Penalty- A minor penalty will be asset if the ball goes out of play off the opposing OR defending team in any way.

32.3 Major Penalty-  A major penalty will be asset if the ball purposely goes out of play to waste time, get a whistle,stop a goal, ect. If the player throws the ball out of play it will be an auto major penalty.

Rule 33 Too Many Men On The Tramp

33-One (1)  Players are allowed on the tramp at one time during play if players want to change they have to tell the referee “CHANGE” and they can change players during a whistle. If there are two (2) or more players on the tramp there will be a minor penalty. If they player refuses to get off it will be a double minor penalty.

Rule 34 Game Flow

34.1 Game Flow- The goal allowed for a game shall be Ten (10) goals and then the team wins. Each regular season series is 3 games long. 

34.2 Exras (regular season)- When the game is 6-6 they will go into whats called “Extras” how it works is whoever gets 2 more goals then the other team that teams shall be the winner. The max goals that you can score is 17. When it reaches 16-16 it will be a face off.

34.3 Extras (playoffs)- When the game is 6-6 they will go into whats called “Extras” how it works is whoever gets 2 more goals then the other team that teams shall be the winner. There is no max in the playoffs.

Rule 35 Time Outs

35.1 Time-out- Each team shall be permitted to take one thirty-second time-out during the course of any game, regular season or playoffs. All players including on the tramp at the time of the time-out will be allowed to go to their respective benches. This time-out must be taken during a normal stoppage of play. Only one time-out, commercial or team, shall be permitted at any one stoppage of play.  There are no dubble time outs. Dubble timeouts are when a team calls a time out and then the other teams calls a time out in the same play.

Rule 36 Points

36.1 Points- The THL point scoring is the following: Win 3, Lose 0, Win in win by two 3 points. Lose in win by two 1 point. 

36.2 Play Offs- In the THL playoffs 4 teams make it. The bracket works like the following: the 1v4, 2v3, the winners of both games will face off in the championship game. Each series is best out of 7.


Rule 37 Sallary Cap

37.1 Each Team- Each team will get a salary cap of 8 million THL bucks every year. They will have to split their THL Bucks via each player getting different amounts of money.

37.2 THL Bucks- For every THL Million Bucks will be 2.50$ THL store credit. Each player can stock up over years and save up his THL Bucks. The player will get the THL Bucks when they retire.

37.3 If Team Goes Over Salary Cap- For each team they get 8 Million THL Bucks. A team cannot go over the Salary Cap because every contract will go through the commissioner.

37.4 If Team Goes Under Salary Cap- A team will have to spend 5 million THL Bucks. If a team doesn't not reach the minimum salary cap they will get a 4.5 million penalty the next year. That means that team will only have 3.5 million THL Bucks the next year. 

Rule 38 Pushing Goalie into net

38.1 Overview- If the player on defense makes contact with the goalie into the net it will be ruled no goal. This play is reviewable. But if the goalie/forward EMBELLISHED it it will fall under rule 39.

38.2 What's Considered Pushing Goalie into net- If a player makes small contact to get the ball of it is NOT considered Pushing Goalie. Something that is considered  is a push or a check into the net. If defenceman pushes/checks goalie not in the net it is NOT considered Pushing Goalie into the net.

Rule 39 Embellishment

39.1 Overview- If a player flops/dives in an unpurposeful manner, that is a penalty. If players fakes getting injured and gets caught the will have to be removed for that game.

39.2 Penalty- The Penalty of Embellishment is a minor penalty. After the game play player with get a call with the league about the embellishment. If they do it more then once in a siers they will get suspended for 2 game (NOT A SIERS). If player dose it throughout the year they will not get there money for tht year.

39.3 Embellishment for Injerey- If player embellishes his injerey to try to help there team they will get ejected for the next game. After the game the player will get fined 1 millon THL Bucks. If they do that more then twice throughout the year that player will not get paid that year. 


Rule 40 Holding

40.1 Holding- Holding shall mean the use of there hand to grab onto the players jersey or limb.

40.2 Minor Penalty- The Referee, at his discretion, may assess a minor penalty, based on the degree of violence, to a player guilty of holding an opponent. 

25.4 Match Penalty- The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent by holding. 


Rule 41 Face Offs

41.1 Face-off- The action of the Referee in play a sound with 3 beeps on the last beep that is high pitched the 2 players will resume play. A face-off begins when the official indicates there will be a face-off and the players take their appropriate positions. The official position is anywhere on there side. While the beeps are playing the 2 players must be holding onto the net behind them. If the player stops touching the net in the beeps it will be a fall start and the opposing players ball. If the player touches the ball in the beeps it will lead to a fall start penalty. A play shall not tug nor pull on there netting.
